description: Fire insurance maps were developed from the eighteenth century onwards to assist insurance companies in assessing clients' risks with regard to both the structure of buildings and the purposes for which neighbouring premises were used. Of particular value for local history are the insurance maps produced by Charles E. Goad and Co.; originating in Canada in 1875 they were first produced in Great Britain in 1886, and by the time that they were discontinued in 1970 coverage extended to fifty three towns and cities. The plans, mostly at a scale of 1 inch to 40 feet (1:480), typically show the number of floors in each building, the building material and the occupiers; for industrial premises in particular the uses of different parts of the building are often shown.Goad surveyors were highly trusted, and were allowed access to nearly all buildings, including banks and police stations; in Birmingham there appear to be only four buildings where access was refused, including the Theatre Royal in New Street and the Central Library in Ratcliffe Place. Goad plans were not sold, but were leased on subscription to insurance companies who would return them periodically for updating, either by manuscript alterations or by affixing revised printed overlays to small sections of the map; revised versions of whole maps were only produced occasionally, when necessary. The maps were issued in volumes; for larger towns and cities there may be several volumes. Goad fire insurance maps of Birmingham, numbered 1 - 12, were first issued in 1889 (volume 1). In 1895 further sheets numbered 13 - 24 (volume 2) were added. In 1928 the numbering was re-organised. Sheets in volume 2 were prefixed '2' , to become 213 - 224, and additional sheets were added, numbered 209 - 212. The area covered by volume 1 was extended, with additional sheets numbered 13 - 17. In 1931 the existing sheets 1 and 2 in volume 1 were discontinued, and replaced by a new sheet 2 (covering a reduced area) and sheets 19 and 20. No sheet 18 was published. This set of maps held by Birmingham Archives and Heritage comprises 35 unaltered printed maps, with index maps and street index, and includes one edition of each sheet except sheet 1 and the original sheet 2; there are 2 editions of sheet [2]13. Sheets are arranged by the post-1931 numbering; the numbers of pre-1928 sheets from volume 2 are prefixed '2' in pencil.
